Issuance of Certificate of Zoning Compliance

Requirements to be complied by the client:

  • Evidence of Ownership over the land to be used. (Certificate of Title or Tax Declaration in the name of the applicant or any of the following documents together with the owner’s certificate, Title or Tax Declaration.
    • Deed of Sale in the name of the applicant
    • Deed of Donation
    • Contract of Lease
    • Authorization to use the land from the landowner
    • Waiver of Rights
  • Proof that Real Property (Land) Tax is fully paid.
    • Real Property Tax Receipt
    • Tax Clearance

Issuance of Locational Clearance

Basic Requirements to be complied by the client (one copy per documents)

  • Application Form duly accomplished and notarized
  • Proof of Ownership over the land to be used (certified machine copy if document is not original)
  • Certificate of Title or Tax Declaration in the name of the applicant or any of the following documents together with the owner’s certificate, Title or Tax Declaration.
    • Deed of Sale in the name of the applicant
    • Deed of Donation
    • Contract of Lease
    • Authorization to use the land from the landowner
    • Waiver of Rights
  • Vicinity Map (or location plan) showing existing land uses within 100 meter radius (for the project of local significance) and one (1) kilometre radius (for projects of national significance) from the lot boundary of the project site.
  • Site Development Plan (or lot plan) showing lot area boundaries and dimension of proposed improvements within the project line.
  • Floor Plan of the proposed/existing projects.
  • Certificate of Zoning from the Municipal Planning & Development Office, as to zone classification of the proposed area.
  • Bill of Materials/Estimated Cost of the Project (cost of construction including machineries/equipment if any) signed by the engineer or architect.

Additional Requirements: for Rice and Corn Mill, Poultry and Piggery, Funeral Establishments, Markets, Gasoline Stations, Beach Resorts, Stations of Cellular Mobile Telephone service and other wireless communication service.

  • Environmental Compliance Certificate/Certificate of Non-Coverage (ECC/CNC)-EMB-DENR
  • DAR Conversion Order if the project site is within agricultural zone.
  • For Industrial/Ago-Industrial Project:
    • Equity participating agreement/log supply contract (for Sawmill)
    • Description of Industry /Feasibility Study/ Engineer’s Information Report as to type and volume of raw materials used, products manufacture to be stored; average production output/capacity; industry wastes and employment size.
    • Flow Manufacturing Process/diagram/chart
    • Affidavit of non-objection from neighbors, if project in non-conforming with the zone within 200 meters radius.
    • Endorsement of the Local Government Unit (SB)
    • Endorsement of the project by the Barangay Council
  • Geo-Hazard Certification if housing/Residential Developments & Government Infrastructures located in vulnerable area.
